Inclusion as Infrastructure: What We Learned Building Borough-Based Neurodiverse Systems in NYC

This session documents the deliberate, phased development of a borough-wide paraprofessional pipeline built by the Citywide Council for District 75 to address a chronic workforce shortage affecting 30,000+ students with significant disabilities across NYC. Before a single candidate was recruited, the model was designed: phases mapped, partnerships formalized, and buy-in secured from the Chancellor and Deputy Chancellor level. Built in collaboration with CUNY and multiple community stakeholders, the structure was intentional enough to be replicated across boroughs. Participants will explore what that pre-launch infrastructure work looked like — and why it made the difference.
