Dr. Joseph Foy possesses a unique mix of professional work experience and education, which he has been integrating into his career to create multidisciplinary competencies. In 1991, he started working for the Internal Revenue Service as a Revenue Agent and later as an IRS Special Agent in the Criminal Investigation Division (CI). He was assigned to the Joint Terrorism Task Force after 9/11 and shortly thereafter an opportunity arose to become the lead spokesperson for the IRS in New York State. For the next ten years, he appeared on television, radio and in print media discussing criminal tax and accounting issues. In his last two years at IRS CI, he served as a Central Case Reviewer, a position that entailed critical review of Special Agent’s tax investigations prior to recommending them for prosecution. He has significant accounting-oriented court experience, involved in over 1,000 court hearings related to IRS criminal investigations, before retiring in 2014.
In the mid-1980’s until he began working for the IRS in 1991, Dr. Foy worked as a College Assistant tutoring Accounting. In 1999, Dr. Foy was given the opportunity to teach part-time as an Adjunct at KCC. Since then, he has broadened his teaching experiences at CUNY Brooklyn College, CUNY John Jay, CUNY City Tech, CUNY SPS, the University of South Florida, Ave Maria University, Florida, and the NYU Tandon School of Engineering. In 2016, he became a full-time Assistant Professor at SUNY Old Westbury. In 2019, he joined the SPS as a full-time tenure track Assistant Professor and the Associate Director for the Online Business Programs. To date, Dr. Foy has instructed nearly 140 accounting and management credit-bearing courses at the undergraduate and graduate levels. He earned a Bachelor’s degree in Accounting from Queens College, a Master’s degree in Taxation from Long Island University, and a doctoral degree at Pace University, with concentrations in Management and Marketing. Dr. Foy was the first person is his immediate family and known lineage to earn a B.A., M.S., and Doctoral degree. Dr. Foy is a licensed CPA in Florida and Maryland. Dr. Foy is also a 4th Degree Black Belt in USA Goju Karate and has been actively studying and teaching martial arts for 50 years.
